The better use of thermal reserves raises the question of the regulation of scarce natural resources. First, the heat current of subterranean water bodies is limited, second, the amount of water is scarce. The water may be used to transfer heat (energy), utilised at spas or used as drinking water. The current regulatory framework does not reflect to the multi-faceted nature of this issue. Currently we obsereve a set of regulations, but we can say that what everybody's business is nobody's business.
