Lessons from the PICASSO platform and projected impacts for future accession countries

The launch of the PICASSO and MARI balancing energy platforms in 2022 marked a major milestone in the integration of European balancing energy markets. Since their introduction, despite facing various challenges, the balancing energy exchanges between Member States have resulted in notable welfare gains and a significant convergence of balancing energy prices across participating countries.

In a project supported by the European Climate Foundation (ECF), REKK has analysed the PICASSO platform’s achievements to date and modelled the anticipated impact of its adoption in countries that have not yet joined. This analysis was carried out using REKK’s in-house models.

The workshop presented the results of the PICASSO platform’s performance in the participating countries, as well as the projected welfare impacts for future accession countries, based on REKK’s market modelling. We also discussed the specific challenges and impacts of joining the PICASSO platform in the CEE region, focusing mainly on Hungary, Slovakia and Romania.
